I'm looking at this tool for our Intranet. Is there a way to disable the contact list so that all online users show in the list and anyone can call anyone else? I think it would be a great collaboration tool if this could be done.

It's possible.

A simple solution to this issue is populating the database table (CuteChat4_User -- BuildinContacts) with your own information/

Are the users that are considered "online" managed somewhere in memory on the server? Is it something that we can tap into?
